The project that stipulates 30 hours for psychologists, initially approved by Congress and the Senate and vetoed by the presidency, was considered again this Wednesday, 11/03. However, the veto was upheld.
According to the CFP:
“The National Congress opted for the maintenance of presidential veto nº 31/2014, which barred the Bill establishing 30 weekly hours for Psychology professionals, without salary reduction. This is a defeat for the category, which already has municipal and state laws in which psychologists have shorter working hours or 30 hours a week.
In any case, the pressure on parliamentarians demonstrated that the category can unite in search of its rights. The fight goes on!”
Of the total of 303 votes of the deputies present, 205 voted for the overthrow, 95 for the maintenance and three abstained from voting. According to the Federal Constitution, an absolute majority of the Chamber of Deputies, or at least 257 votes, would be required. With that, the vote did not go to the senators, who should add another 41 votes of the 81 of these parliamentarians to overthrow the veto.

PT, PMDB, PP, PR are united to maintain the veto to the project (PL 3338/08) that fixes the maximum workload of the psychologist in 30 weekly hours, also prohibiting the reduction of salary. The proposal also determines that the definition of the percentage of extraordinary remuneration must be fixed by a collective work instrument. For the government, the budgetary impact of the measure justifies the veto.
Deputy Osmar Terra (PMDB-RS) defended that it would be better to increase the salaries of psychologists instead of reducing the workload. “Are we going to reduce the time of work to have a second job? No, we have to improve the salary,” he said.
PT leader, deputy Sibá Machado (AC), again said that the Executive defends a negotiation that included states, municipalities, and all categories of the Unified Health System (SUS). “We would like us to do a global discussion package”, he declared. For the leader of the government in Congress, senator José Pimentel (PT-CE), it is the states that are most opposed to shorter hours for psychologists.
Opposition parties, in addition to Psol, PV, among others, want to override the veto. Deputy leader of the DEM, deputy Pauderney Avelino (AM) said that psychologists are entitled to a shorter journey. Deputy Domingos Sávio (PSDB-MG) maintained that there cannot be differences between SUS categories. Doctors, for example, work 20 hours a week. “This has been hotly debated for years,” he said.
To be overthrown, the veto needs the opposite vote of the absolute majority of deputies (257) and senators (41).

On February 24, the vote on Veto nº 31/2014 was scheduled, which barred the Bill establishing the 30 weekly hours for psychologists (as) without salary reduction. However, there was no agreement among party leaders on the voting procedure for vetoes during the plenary session. Thus, the assessment of the said veto was left for March 3, but, again, the session was suspended.
The new date for the assessment was only defined on the afternoon of this Monday (9).
